When the sun enters and traverses the first seven degrees of the 10th sign
of the zodiac, Capricorn, from December 21st to the 28th once every seven
years for seven days transpires the New Group of World Servers “Festival
Week”. This will work out in every nation and in every group as a “marked
tendency” to the expression of good Will. The Tibetan has stated that “This
"week of group impact" occurring every seven years, will run from December
21st till December 28th, and if this should at any time fall at the period
of the full moon, the opportunity will be most significant. This possibility
must be watched. This week should be regarded as preeminently the "festival
week" of the New Group of World Servers, and after 1942 advantage must be
taken of this period, and special preparation made.” (EPII196) “By means of
this augmentation - during the coming Aquarian zodiacal cycle - groups on
earth can avail themselves of the tide of Capricornian influences which will
flow into our radius of registration every seven years.”

Significantly, this cosmic alignment last took place in the momentous
spiritual year of 1942 and when it occurs again in the year 2012, 70 years
will have elapsed since that time. Please take note that a full moon occurs
during the “festival week” of December 2012. In other words, this special
augmentation will take place again in 2012 and again, most significantly,
in 2026 just one year after the centennial Shamballa conclave of 2025.

At these two times, will come a week long period of planetary inflow of
extra-zodiacal cosmic potency of which we all are asked to avail ourselves,
and for which the NGWS is urged to make due preparation. Although all of
the seven year cycles of “festival weeks” of the NGWS invite our special
attention, (the next one occurring in December of 2005) especially the the
upcoming Festival of 2012 and 2026 as well invite the attention and planning
of all of us. By means of this extra-zodiacal augmentation groups on earth
can avail themselves of the cosmic tide of electrical energies which
will flow into our radius of registration. The cosmic and zodiacal energies
and their inflow involved in this special alignment of the NGWS must be
carefully studied remembering that visualization is always a directing
energy, employed to bring about a specific desired effect. At this time all
worldwide groups of NGWS are urged to begin to plan conclaves and hold
conferences in preparation for the upcoming festival weeks. It is hoped
what the upcoming Festivals of the NGWS will give a tremendous impetus to
the work of the Christ and be the cause of a very good reaction in the world
to this particular impulse. The seven year cycle of dates of the NGWS

In December, 1935, the energies of Capricorn were augmented by the pouring

signs or constellations constitutes a special unity which revolves within
our universe of heavens as our planet revolves in the center of our circle
of influences. By means of this augmentation - during the coming Aquarian

every seven years. The one just past, gave a tremendous impetus to the work
of the New Group of World Servers, and was the cause of the very good

Part II of this paper on the seven year cycle of “Festival Weeks” of the
NGWS deals with the ray alignments and explains the nature of the cosmic,
zodiacal, and systemic alignments operating during the seven day periods
every seven years during the first seven days of the 10th sign Capricorn
from December 21st to the 28th. Please keep in mind, the NGWS are the
expression of the planetary ajna center and humanity the throat center. Also
bear in mind that it is Capricorn that reveals the nature of the third
aspect of divinity, the nature of intelligent substance. When the
significance of the great third ray alignment is grasped the following
interesting points will appear. I give them to you for what they are worth
to you and that worth is dependent upon the goal ahead of you, and where you
stand today in time and space.

The system of the Pleiades are the central constellational group in the
system of sidereal astronomy, connected with “a still greater zodiac which
is not conditioned by the numerical significance of the number twelve.”
(EA112). The zodiacal circle of the 12 constellations both rotate upon and
revolve around the third major system, the Pleiades. The energies coming
from the Pleiades, an aggregation of seven energies, are connected with the
active intelligent aspect of logoic expression, and influence the form side
of all manifestation. They focus primarily through Humanity. (EA416) Along
the pathway of the great third ray line, cosmic, zodiacal and systemic force
is focused and these focus through Humanity, the Planetary Ajna center and
the Throat center.

The Ajna Center achieves functioning activity fully by the time the third
initiation is taken. It is the organ for the distribution of the energy of
the third aspect - the energy of active intelligence. It is related to the
personality by the creative thread of life, and is therefore closely
connected with the throat center (the center of creative activity. An active
interplay, once established between the ajna center and the throat center,
produces a creative life and a manifested expression of the divine idea on
the part of the initiate. The forces of the ajna and the throat centers,
when combined, produce the highest manifestation of "fire by friction."
(EH.147) In between humanity as the expression of the planetary Throat
center, the third Ray planetary center and its distant cosmic archetype, the
Pleiades lies the zodiacal center Capricorn and the systemic center of
Mercury. A developed sensitivity that emerges from the Pleiades, the
"furthest center" is at first unconsciously employed and later consciously
directed and attuned - a fully magnetic and attractive sensitivity. Forget
not that true interplay between Humanity and the Pleiades imposes the
condition of reciprocity and that the two points or termini of the third ray
Line will eventually vibrate in unison. Reflect on this.

It should be noted here that all the energies on the great third ray line,
cosmic, zodiacal, systemic, and planetary - have a definite effect upon
humanity and none in the human center can escape the radiatory and magnetic
influences. The goal of evolution for humanity is to become consciously and
livingly aware of the nature of these energies and begin to know them and to
use them. The third ray line signifies, therefore, the great force of
liberation which both drives into experience and brings experience to an
end, from the angle of humanity.

From the Tibetan:

The seven Mothers blend their light and make it six (refers to the lost
Pleiad, A.A.B.) and yet the seven still are there. Their light is different
from the other lights. This light evokes response from that which shouts
aloud: 'I am the densest point of all the concrete world (Capricorn.
A.A.B.). I am a tomb; I also am the womb. I am the rock which sinks itself
into the deep of matter. I am the mountain-top on which the Son is born on
which the Sun is seen and that which catches the first rays of light. To me
a Messenger comes forth (Mercury. A.A.B.) and says 'the Dayspring from on
high is on the way, sent by the Father to the Mother.' Upon his way unto
this nether star we callthe Earth he stopped at a bright sun where shines
the light of love (Sirius. A.A.B.) and there received the accolade of love.
So thus he brings bright gifts to man. For he is man himself and from these
three (The Pleiades, Capricorn, Mercury. A.A.B.) Man takes a nature which is
his today. Son of the Mother, bornfrom the tomb and showing after birth the
light which he has taken from them all. Then to the lower three he turns and
to these souls in prison he in time becomes a Messenger. Thus does the Lord
of Mercury repeat himself. The Son descends again into the place of earth
and iron. Again he knows His Mother. And thus the little oneupon the
littlest sphere becomes the greatest God. From the directing center of his
life on Earth he toils and works and carries out the Plan. (The ajna center
is the directing center. A.A.B.) He too awakens to the need and from the
chosen place (the throat center. A.A.B.) he utters forth the Sound which in
time becomes the Word. And then the three are twain and these are One."

Dear Brothers,

An Ashramic Call: part I: The year 2005 A.D. promises to be a year of
tremendous spiritual opportunity in the life of Shamballa, Hierarchy and
Humanity. Two fundamental planetary center and ray impulses converge, - the
seven-year cycle of the impulses of the base of the spine center and the 7th
ray and the nine-year cycle of emanatory impulses of the throat center and
the 3rd ray. The year 2005 marks the timing of the 3rd Ray nine-year cycle
of “planning conclaves” held by the Masters of the Hierarchy at the May Full
Moon and the period of December 21st through the 28th marks the seven-year
festival week of the NGWS.

Through a study of the Tibetan’s past indications as to operation of the
dates of both the nine-year and seven-year cycles we can glean, distill, and
extrapolate much concerning the nature of the energies involved. I have
highlighted several of these cycles and, quite naturally, especially the
momentous year 1942, when both cycles coincided and, the NGWS CYCLE OF 1949,
the year of AAB’s transition and reorganization of the AS. Please carefully
read the Tibetans letter concerning his disciples and the work of AAB and
the Arcane school in the year 1949 . His letters are very revealing,
significant and speak directly to all of us today in preparation for the
Festival of 2005. The Tibetan states: “It was the knowledge of this coming
inflow and opportunity for increased usefulness which prompted A.A.B. to put
through the reorganization of the Arcane School, to close its ranks and to
deepen the proposed trend of the teaching and thus to take those steps which
will make the work more effective and potent. She has also taken and will in
the near future take the needed steps for the effective functioning of the
Arcane School after she passes to the inner side of service.”

As I just mentioned, the last year that the two cycles coincided was truly a
momentous year of spiritual crisis in the life of humanity and the Hierarchy
in 1942. We will briefly consider it in preparation for the year 2005. It
must also be especially noted however, the Festival Week of the NGWS in 1942
was augmented by the energies of the full moon of Capricorn on December 22
at 11:03 am EWT. As I mentioned in part one of this paper the NGWS
Festival Weeks of the years 2012 and 2026 will also be marked by the
energies of the Capricorn full moon. In the momentous year of 1942 “There
was a clearly directed inflow of extra-planetary energy released by the
Lords of Liberation, to Whom invocation had been successfully made; through
the impact of this energy upon the atomic substance being dealt with by the
investigating scientists, changes were brought about which enabled them to
achieve success. The experiments being carried forward were therefore both
subjective and objective. (EXH495)

The nine-year cycle:

As stated, the next nine-year Hierarchical Conclave is in the year 2005 A.D.
Directors at certain stated times, and in certain specific years. Such a
year was 1933. Such another will be the year 1942. At those times, when the
Hierarchy meets in silent conclave, a part of God's vision, and His
formulation of that vision for the immediate present, is revealed for the
next nine-year cycle. They then, in perfect freedom and with full mutual
cooperation lay Their plans to bring about the desired objectives of the
Heads of the Hierarchy, as They in Their turn cooperate with still higher
Forces and Knowers.

Let us briefly consider both ray and center cycles of emanatory impulses:

1. Tuned to the note and precise mathematical rhythm of the cycle of
emanatory impulses of the 7th Ray, every seven years, the seven day period
from December 21st to 28th marks the “Festival week” of the NGWS. During
the whole of the Great 25,000 year Aquarian Age the basic tide of the 7th
ray energies will operate via Capricorn and thus flow into the radius of
human registration. It will be recalled that Aquarius is not an aspect of
the 7th Ray zodiacal Triangle but that of the 5th composed of
Leo-Sagittarius-Aquarius. At this time, however Aquarius is not the
controlling factor of the 5th Ray Triangle but Leo is. Later, some few
centuries from now, as the sun enters more fully into Aquarius, the set-up
will change and it will be in the “controlling position” of the 5th Ray
zodiacal Triangle. The Great 7th Ray Zodiacal triangle of energy composed of
Aries-Cancer-Capricorn - is today pouring its force through Capricorn
because, according to DK, it is the controlling factor of the 7th Ray
triangle. (EA490)

2. The third ray governs all cycles such as those of nine million years,
nine hundred thousand years, nine thousand years, nine hundred years and
nine years. In other words, all that originates on the third ray is
controlled by spiral-cyclic efforts based upon the number "9", and its
multiples such as 9,90, 900, 9,000, 90,000, and 900,000. Now, reflect on
the fact, that the 3rd Ray is the personality ray of the Earth, the ray of
the Mahachohan, and the ray of the third planetary centre - humanity, the
Throat. The emanatory impulses of the third ray pulsate in a cyclic peak
every nine years under the direction and inspiration of the third ray
personality ray of our planetary Logos, Sanat Kumura and the direction of
the Mahachohan R. This is the real reason behind the Occult fact that the
Hierarchy meets in silent conclave every nine years. Nine is the number of
Humanity, the expression of the planetary Throat center. It is interesting
to further note the numerology of the word Mahachohan:

“The Urge to Formulate a Plan

The third divine instinct or hidden inner trend is the urge to formulate a
plan. It will be apparent that this urge grows out of, or is dependent upon,
the previous two trends considered. It finds its microcosmic reflection in
the many plans and projects of finite man as he lives his little life or
runs busily about the planet in connection with his tiny personal affairs.
It is this universal capacity to work and plan which is the guarantee that
there exists in man the capacity to respond eventually and in group
formation to God's plan, based on God's vision. All these basic, developing,
divine instincts and expressions of God's consciousness and awareness find
their embryonic reflections in our modern humanity. It is no part of my
purpose to indicate my understanding of God's Plan. This is limited
naturally by my capacity. Only dimly do I sense it, and only occasionally
and faintly does the outline of God's stupendous objective dawn on my mind.
This Plan can only be sensed, visioned and known in truth by the Hierarchy,
and then only in group formation and by those Masters Who can function in
full monadic consciousness. They alone are beginning to comprehend what it
is. Suffice it for the rest of those in the Hierarchy - the initiates and
disciples in their ordered ranks and various gradings - to cooperate with
that immediate aspect of the Plan which they can grasp and which comes down
to them through the inspired minds of their Directors at certain stated
times, and in certain specific years. Such a year was 1933. Such another
will be the year 1942. At those times, when the Hierarchy meets in silent
conclave, a part of God's vision, and His formulation of that vision for the
immediate present, is revealed for the next nine year cycle. They then, in
perfect freedom and with full mutual cooperation lay Their plans to bring
about the desired objectives of the Heads of the Hierarchy, as They in Their
turn cooperate with still higher Forces and Knowers.

The above information will probably evoke much interest from those students
who are not as yet attuned to the higher values. For all who read this,
could they but grasp it, this is the least important part of the chapter and
carries for them the minimum of usefulness. It has for us, you will note, no
practical application. Some might enquire then and rightly: Why then give
out this information? Because this Treatise is written for the future
disciples and initiates, and all that is here set forth is part of a
revelation of truth which it is desired should be given out. It comes today
through many channels and from many sources - such is the wonder of the
power behind the present world adjustments!

This instinct of Deity is closely connected with the Law of Economy and is
an expression of the Principle of Materialization. For man, it has to be
studied, grasped, and wrought out through the right use of the mental body,
working under the influence of Atma or Spirit. The principle of Continuance
has to be wrought out into conscious knowledge by the right use of the
astral or desire nature, working under the influence of Buddhi. The Trend to
Synthesis has finally to be wrought out in the brain consciousness upon the
physical plane, under the influence of the Monad, but its real expression
and man's true response to this urge only become possible after the third
initiation. So it is easily to be seen that this Treatise is indeed written
for the future.

We have here received much upon which to ponder, to think and to meditate.
Let us search for the thread of gold which will lead us, in waking
consciousness, into the treasure house of our own souls, and there let us
learn to be at-one with all that breathes, to sense the vision for the
whole, as far as we can, and to work in unison with God's plan as far as it
has been revealed to us by Those Who know.

1. Francisco Brualla (I.A.P.) was one of the disciples in DINA
(1938-48). He founded the Lucis Trust in Buenos Aires, Argentina.

2. Vicente Beltran-Anglada or VBA (in Spanish we keep our maternal
maiden name as a second last name) was another disciple in another
Second Ray Ashram.

I personally relate this awakening of the Southern hemisphere to the
resurgence of the Mother Principle which, according to the Agni Yoga
Teachings of Helena Roerich, is to be restored by Maitreya as a
Principle EQUAL to the Father, as Co-Creators of the World.

Root-race, Sixth: The root-race which will succeed the present fifth
root-race, sometimes called the Aryan race in theosophical literature
because the Aryan Hindus were a part of the original first subrace of
the fifth root-race. Care should be taken not to confuse the sixth
root-race with the sixth subrace of the fifth root-race which was
stated by Blavatsky to be in process of forming in America as seeds --
the earliest pioneers, although already beginning to appear, will not
be numerous for several thousand years. The preparation for the sixth
root-race will take place during the sixth and seventh subraces of the
fifth root-race in the Americas. When the time arrives, this future
sixth root-race will be predominant on the earth, new lands will have
appeared, and many of the present lands will be submerged. The surface
of the globe will, in time of course, be entirely changed, and there
will then be more land than water (as also was the case during the
fourth root-race).

body of Him in Whom we live and move and have our being, five focal
points of spiritual energy, expressing themselves through five
awakened centres in that body. These five are:

has visited his retreat says that the energy is definitely heart

mind-centered. Trigueirinho says that North and South America need to

American elders have been saying that now is the time that the Condor
(S.Amer.) and the Eagle (N.Amer.) must work together.

Trigueirinho's work (I haven't read it recently, though). No, I don't
think he's a reliable channel. I don't think Shamballa is moving
anywhere.

VBA made it very clear that we should not be relying on ET messages.
The problems of humanity are for humanity to solve, not ETs.

What VBA talks about is the transference of energies from the higher
(Northern) to the lower (Southern) *planetary* chakras. Of course, NY
is involved in this transfer for the American hemisphere.

This is my summary on this issue. Thank you again for bringing this
information to my attention.

One point that it will here be necessary to emphasise is that the
Brotherhood of Light, as represented by the Himalayan Masters, has its
other representatives elsewhere who all carry out specific work under
proper and adequate supervision. Too apt are the Theosophists to
think that they alone are the repositories of the wisdom religion.

of the development and tendering of opportunity to the fifth subrace)
the Himalayan Brotherhood is the main channel of effort, power and
light. But the work with other races proceeds simultaneously and
numerous other projects, all emanating from the central office at

mind, for the point is important. The Himalayan School and Lodge is
the one that principally concerns the Occident and the only school
without any exception that should control the work and output of the
occult students in the West. It brooks no rival nor contemporary work

Radiation and Cyclic Law. Scattered throughout this Treatise, are
numerous indications of the cyclic nature of this phenomenon, and

hundreds of men passed out of the fourth Creative Hierarchy into
another and a higher one. Many posts held hitherto by Venusian

entered upon subtler, and more advanced work. Then the activity
gradually ebbed until a recurring cycle brought in influences which
produced a new radiation, though not of such a strength as in the

Another period of radioactivity occurred during the time of the Buddha
and many achieved Arhatship in those days. That period was the
highest point of what is occultly termed "a cycle of the third
degree," and a similar degree of radiatory activity has not been
reached since that time. Human radiation of a very slight nature was
felt about the time of Christ, but it only lasted for a couple of
hundred years, and though individuals here and there have since
achieved the goal, yet no large numbers have passed successfully
through the fires of transmutation, and thus transcended the fourth
kingdom. The cycle is again on the upward turn; about the fourteenth
century the human kingdom began to be noticeably radioactive, and we
are on the way to the fulfilment of a "cycle of the second order" or
of a period of transcendence of a still greater activity than in the
time of the Buddha. It will become demonstrably great when certain
conditions have been fulfilled.

First, when the present world chaos has subsided. Next, when the
present generation has consummated its work of reconstruction. Third,
when the coming great Lord has entered upon His mission upon earth,
thereby increasing the vibration in every kingdom of nature, but
particularly in the second and fourth.

Fourth, when the movement, inaugurated at the close of each century by
the Trans-Himalayan Lodge is under way, and the psycho-scientific Egos
who are its agents have made their presence felt.

Finally, when a movement is instituted by the Lodge, working in
connection with the fourth root race; it will [Page 1080] also be part
of the stimulative process, and will result in the rendering
radioactive of some of the foremost thinkers of that race. It will be
their day of opportunity, and so great is the importance attached to
this that a Member of the Lodge, Confucius as he has been called in
the past, will incarnate in order to superintend the work. The
preliminary steps are being taken now, and Egos are coming in who will
endeavour to direct the energies of this race on to the right line
though the peak of the cycle of stimulation will not be until the
middle of the next century. It is needless for me to point out that
all such movements are first felt as disturbing, and only when the
dust of turmoil, and the noise of clashing forces have died away will
purpose be seen emerging. This is very apparent in Russia at the

Ten Basic Propositions

I seek to formulate for you the fundamental propositions upon which
all this teaching [of the Seven Rays] is founded. They are for me, a
humble worker in the Hierarchy, as they are for the Great White Lodge
as a whole, a statement of fact and of truth. For students and
seekers they must be accepted as an hypothesis:

One: There is one Life, which expresses Itself primarily through seven
basic qualities or aspects, and secondarily through the myriad
diversity of forms.

Two: These seven radiant qualities are the seven Rays, the seven
Lives, who give Their life to the forms, and give the form world its
meaning, its laws, and its urge to evolution.

Three: Life, quality and appearance, or spirit, soul and body
constitute all that exists. They are existence itself, with its
capacity for growth, for activity, for manifestation of beauty, and
for full conformity to the Plan. This Plan is rooted in the
consciousness of the seven ray Lives.

Four: These seven Lives, Whose nature is consciousness and Whose
expression is sentiency and specific quality, produce cyclically the
manifested world; They work together in the closest union and harmony,
and cooperate intelligently with the Plan of which They are the
custodians. They are the [Page 142] seven Builders, Who produce the
radiant temple of the Lord, under the guidance of the Mind of the
Great Architect of the Universe.

Five: Each ray Life is predominantly expressing Itself through one of
the seven sacred planets, but the life of all the seven flows through
every planet, including the Earth, and thus qualifies every form. On
each planet is a small replica of the general scheme, and every planet
conforms to the intent and purpose of the whole.

Six: Humanity, with which this treatise deals, is an expression of the
life of God, and every human being has come forth along one line or
other of the seven ray forces. The nature of his soul is qualified or
determined by the ray Life which breathed him forth, and his form
nature is coloured by the ray Life which—in its cyclic appearance on
the physical plane at any particular time—sets the quality of the race
life and of the forms in the kingdoms of nature. The soul nature or
quality remains the same throughout a world period; its form life and
nature change from life to life, according to its cyclic need and the
environing group condition. This latter is determined by the ray or
rays in incarnation at the time.

Seven: The Monad is the Life, lived in unison with the seven ray
Lives. One Monad, seven rays and myriads of forms,—this is the
structure behind the manifested worlds.

Eight: The Laws which govern the emergence of the quality or soul,
through the medium of forms, are simply the mental purpose and life
direction of the ray Lords, Whose purpose is immutable, Whose vision
is perfect, and Whose justice is supreme.

Nine: The mode or method of development for humanity is
self-expression and self-realisation. When this process is
consummated the self expressed is the One Self or the ray Life, and
the realisation achieved is the revelation of God as the [Page 143]
quality of the manifested world and as the Life behind appearance and
quality. The seven ray Lives, or the seven soul types, are seen as
the expression of one Life, and diversity is lost in the vision of the
One and in identification with the One.

Ten: The method employed to bring about this realisation is
experience, beginning with individualisation and ending with
initiation, thus producing the perfect blending and expression of
life-quality-appearance.

This is a brief statement of the Plan. Of this the Hierarchy of
Masters in Its seven divisions (the correspondences of the seven rays)
is the custodian, and with Them lies the responsibility in any century

AAB-DK: All constructive work will eventually be expressed in terms of
numbers, by colors, and through sound.

grouped under their ray-color, and this will be possible as the human
race develops the faculty of seeing auras.

3. The science of numbers, being in reality the science of color and
sound, will also somewhat change its phraseology and colors will
eventually supersede figures.

4. The laws that govern the erection of large buildings and the

5. Destruction, it will be shewn, can be brought about by the
manipulation of certain colors, and by the employment of united sound.

Hi All:

This discussion is moving much faster than I anticipated, having intended to allow myself several weeks to post comments on all the Laws.   Am starting another posting to keep it from getting too long.

First, Vic, your point on gender is precisely the reason I dropped it years ago from my teaching.   Incidentally, back in 1970, I was the first male ever employed by the women's movement in New York .  I helped organize the first women's national conference which neither I nor any male were allowed to attend.  For me, what fun days! -- Fin and 38 women working together!

As for using "man" in our Teachings, it derives from the Sanskrit man, meaning "to think" and manas, meaning "mind" and is gender-neutral.  The term man simply means that species on earth which is evolving mind.  I always make this clear at the outset of any teaching, then go on using "he" because, like Vic, I dislike the hybrids so overused today.  I just say, "Get over it.  You've incarnated in both sexes and will do so many times again."

Now to respond to some of BJ's comments from yesterday.

1. By First Principles, I had in mind something along the lines of what Herbert Spencer did, but not taking that analogy too far.   In his 1880 work First Principles, he set out to define the grounds upon which science, philosophy, religion and the doctrine of evolution could meet, and he endeavored to find the starting point for all of them.  His two First Principles concerned the I. Unknowable ("showing that in this united belief in an absolute that transcends not only human knowledge but human conception, lies the only possible reconciliation of science and religion.") and II. Laws of Knowledge ("A statement of the ultimate principles discernable throughout all manifestations of the absolute – those highest generalizations now being disclosed by science which are severally true…of all classes of phenomena, and which are thus the keys to all classes of phenomena.").

As I initially indicated, I see our First Principles as being the One Eternal Absolute or One Element, Space, Emanation from the Absolute as the sole possible explanation of Manifest Being, etc.   In my view, the more philosophical and less religious the terminology with which we define these, the better, but I do think we need to draw upon HPB, KH and DK in doing so.

2. Personally, I'm disinclined to follow the structure either of The Kybalion or The Treatise on Cosmic Fire in how we present the Laws for the simple reason that the more straight-forward and non-esoteric our approach, and the more closely aligned with accepted scientific ideas where possible, the greater chance we have of reaching a larger audience with our ideas.   Consequently, I would not make a distinction between Cosmic and Systemic Laws as such inasmuch as we would have then to justify the distinction on esoteric grounds which the public at large does not accept.   In a moment, I'll give a quick explanation of the order I employed and why I find it a coherent mode of explaining the Laws.  We can always change the order if we like.

3. JB, I subsume your "Law of Cohesion" under the Law of Attraction, including also the Law of Live, and your "Law of Disintegration" under the Law of Repulsion, paired with the Law of Attraction.   It leads to simplification, I think.  That's why I initially remarked that the laws I listed have their possible sub-sections when presented.

4. I don't know what your "Law of Fixation" refers to.    Sounds more like psychology.  In an infinite universe in ceaseless motion, how can there be any "fixation" anywhere?

5. Your listings under "C" would represent a separate part of our Outline of Wisdom Ideas apart from universal and cosmic laws.   Perhaps a heading along the lines of "World Service and the New Humanity" could encompass all those subjects.  You would be a good one to begin developing that section.

6. As for "D", I would not attempt to include this in anything aimed at the public – i.e., persons of reasonable intelligence who are not aspirants or disciples.  It's too occult.  However, I would address the issues of "freedom" and "free will" under a study of The Human Constitution.   You recall the spinning disk analogy from The Kybalion.  Incidentally, Herbert Spencer, in First Principles, has this interesting view on freedom:  "[T]here is reason to believe that the ultimate political condition must be one in which personal freedom is the greatest possible and governmental power the least possible; that, namely, in which the freedom of each has no limit but the like freedom of all; while the sole governmental duty is the maintenance of this limit."

Below, in very succinct terms, is the rationale for the order in which I've given the Laws (by the way, I initially included the Law of Economy, then dropped it.   Will explain another time.)

Given the Eternal All, the One Element, Space, within which the manifest cosmos arises, it does so, we are taught, by way of the Sound or Voice, from which emanates the Word, Logos or "Army of the Voice" giving rise to the First Manifestation.   All of this should be dealt with under First Principles.

1. The Sound and Voice sets in motion the operations of the first law, Vibration, which, as it gradually slows, descending "like a great cascading river down a mountain side", unfolds or gives rise to the sevenfold planes of Manifestation.   A law well known to science.

2. The planes having come into existence, the law of Correspondence comes into play to explain the relationships between the lives and phenomena of the corresponding planes or rates of vibration.   Opens the door for an esoteric approach to all knowledge.

3. All of this requires the law of Cycles or Periodicy to explain the involutionary laying down of the Planes.   Cycles exceedingly well known to science on physical plane.

4. The law of Cause and Effect or Karma is also required to explain the interacting Lives and the nature of responsibility for one's actions.   A battleground in science.

5. The law of Limitation enters because no system or form can arise without a Ring-Pass-Not, and the role of limitation needs explanation.   Intuitively known by most, but seldom thought out.

6. Given finite forms/lives under the law of Limitation, we take up the law of Evolution and explain briefly the dynamics of the evolutionary process – a far, far different explanation than those given today by the warring camps of science and religion.   Can be presented with incisive clarity without becoming esoteric.

7. To understand evolution, we have to take up the law of Polarity and show how involution and evolution represent movements between positive and negative poles or Spirit and Matter.   I've been overly cryptic and vague, I know.  That's why I want to do this slowly over several weeks or even a couple months.

8. Then comes the law of Attraction/Love and its sub-sets.

9. The Law of Radiation, unknown to HPB and barely mentioned by DK, takes on greater significance in our post-World War II world of nuclear bombs, atomic energy, etc.   There is a hidden significance here which I wish to show opens wide the door to occult truths and the spiritualization process.  This will expand upon what science currently accepts.

10. The Law of Sacrifice and Death needs no comment here.   It merely follows in this place to show the significance of the flowering of the spiritual life and evolutionary Plan.

11. The Law of Synthesis, defer to DK.

12. The Law of Essential Identity – the One in the many, the doctrine of Laya centers.

I'm not sure whether any of this helps.  Unfortunately, I can't respond to the rapid-fire listings others post, but I welcome all as throwing light on the Laws and leading us to a valuable end-product.

[JB] Dear Fin: The 3/7 approach (3 basic laws and 7 subsidiary laws)
in TCF is supported by the laws of physics (light and sound), and thus
would make it appealing to wide audiences. The names can be changed,
but the concepts of will (synthesis), love (attraction) and
intelligence (efficiency or economy of material effort) are the
pillars upon which any other *subsidiary* (Hermetic/Mental) laws may

Subject: Fundamental Postulates

AAB-DK: These postulates are five in number - five out of a number too
vast for your apprehension. These postulates themselves are based on
certain fundamental facts, and these facts (seven in number) are not
as yet all comprehended. H.P.B. touched on three in his statement of
the fundamentals of the Secret Doctrine. Four yet remain hid, though
the fourth is emerging somewhat through the study of psychology and
mental science. The other three fundamentals will emerge during the
next three rounds. This round will see the apprehension of the fourth
fundamental.

These postulates are as follows:

1. That all that exists is based on sound or on the Word.
2. That differentiation is the result of sound.
3. That on each plane the Word has a different effect. [52]
4. That according to the note of the Word, or the vibration of the
sound, will the work of building in or casting-out be accomplished.
5. That the one threefold Word has seven keys, and these seven keys
have their own subtones.

In the apprehension of these basic facts lies hid much light on the
use of the Word in meditation.
